There are several different ways to overlay two images on top of each other. Here are a few basic tips for accomplishing it.

Make your images the same size and put both images you want to overlay onto two different layers of the same file.

The first method is to just set your top layer to overlay and adjust the opacity of the layer until it suits you.

Or....

You can put a layer mask on the top image and fill with a gradient. The gradient can be added horizontally, vertically, diagonally, etc. to produce whatever effect you're looking for.

You can add and subtract area from the mask using your paintbrush to fit the images together the way you want.

Or....

You can leave the top layer on normal and simply adjust the layer opacity

Try experimenting with different layer opacities, blending modes, layer masks, etc.
